Note on publication · Constitutional Court Decision no. 297/2025. By Decision no. 297/2025 of the Constitutional Court of Romania (Official Gazette no. 543 of 12.06.2025), the legal provisions requiring the publication of asset and interest declarations on the websites of public institutions and of the National Integrity Agency (ANI) were declared unconstitutional, as they breach the right to private life provided by art. 26 of the Constitution. Asset and interest declarations continue to be filed with ANI, according to the law, but are no longer published on the websites of institutions or of ANI. The decision takes effect from the date of its publication in the Official Gazette, namely 12 June 2025.
- Who files declarations
- Civil servants in management and executive positions within the Mayor’s specialist apparatus · the Secretary General of the UAT · contractual staff with duties in public procurement, authorisation/endorsement, control or public-funds management.
- When they are filed
- Annually, by 15 June, for the previous fiscal year · within 30 days of appointment · within 30 days of the end of mandate or service relationship.
- Where they are filed
- Declarations are filed with the National Integrity Agency (ANI) through the designated person in the Town Hall · the designated person transmits the declarations to ANI (see the note on Constitutional Court Decision no. 297/2025 above).
