1. Our commitment
The Town Hall of Brebu Nou Commune recognises the fundamental right of all citizens to access public information and services equally, regardless of physical, sensory or cognitive capabilities. We are committed to making brebunou.ro a useful and accessible tool for the entire community.
We work continuously to comply with the international WCAG 2.1 AA (Web Content Accessibility Guidelines) standard and the European EN 301 549 standard, which set technical and functional requirements for digital accessibility.
2. Scope of the statement
This accessibility statement applies to the following digital content:
- The public website https://brebunou.ro
- The multilingual versions available in Romanian (RO) and German (DE)
- Content published by the Town Hall of Brebu Nou Commune through this website
The statement does not cover: websites or applications administered by partner institutions (Ghișeul.ro, ANSPDCP, Caraș-Severin County Council, etc.), even if linked from brebunou.ro.
3. Compliance status
The brebunou.ro website is partially compliant with the WCAG 2.1 AA standard and the EN 301 549 standard. We continue to add content and progressively eliminate identified non-conformities.
“Partially compliant” means that most criteria are met, but there are certain sections or elements that need improvement for full compliance. These non-conformities are listed in Section 5 and are being remedied.
4. Accessibility features available
The brebunou.ro website includes the following accessibility features, available through the accessibility tool (button with the person symbol, at the bottom right of every page):
- Text size adjustment · three levels (A−, A, A+) for comfortable reading
- Grayscale · removes colours for users with chromatic sensitivities
- High contrast · increases text/background contrast
- Negative contrast · inverts colours for reading on dark background
- Underline links · highlights all links with permanent underline
- Readable font · replaces decorative fonts with a simpler, more readable one
- Language switcher · RO, EN, DE
- Keyboard navigation · all functions accessible via Tab, Enter, Escape
- Skip to content · “skip to content” link at the start of every page
- ARIA labels · descriptions for screen readers (NVDA, JAWS, VoiceOver)
4.1 Compatibility with browsers and assistive technologies
The brebunou.ro website is tested and optimised for use with the following browsers and assistive technologies:
- Desktop browsers: Google Chrome (last 2 versions), Mozilla Firefox (last 2 versions), Microsoft Edge (last 2 versions), Safari 15.4+
- Mobile browsers: Safari iOS 15.4+, Chrome Android 108+, Firefox Android 101+
- Screen readers: NVDA 2023+ (Windows), JAWS 2023+ (Windows), VoiceOver (macOS, iOS)
- Assistive technologies: screen magnification, keyboard-only navigation, voice control
In older or unlisted browsers, certain features may have degraded behaviour (for example, the CSS unit 100svh used for stable viewport on mobile). The content remains nevertheless accessible.
5. Non-accessible content and exemptions
The following aspects do not yet meet WCAG 2.1 AA criteria and are being remedied:
5.1 Published documents (PDF, DOC, XLS)
Certain documents published on the website (Local Council resolutions, Mayor’s decisions, administrative forms) may not fully meet WCAG accessibility requirements, in particular:
- Scanned PDFs without OCR-recognised text
- Missing structured labels (headings, tables, lists) in older documents
- Missing alternative text for images
For documents identified as non-accessible, you can request an accessible version by e-mail at primaria@brebunou.ro.
5.2 Multimedia content
Embedded video material (Local Council meetings, official ceremonies) may not always have subtitles or transcripts. We are working to progressively add these elements.
5.3 Images and graphics
Some older images published on the website may not have adequate alternative text (the alt attribute). All new images are checked before publication.
5.4 Exemptions permitted by law
Under GEO no. 112/2018, art. 1(4), certain types of content are exempt from accessibility requirements:
- Office documents published before 23 September 2018, except those necessary for active administrative processes
- Maps and online cartographic services (except those for navigation, where an accessible alternative is offered)
- Content from archives considered “heritage” that is no longer updated
6. Evaluation method
The compliance status of brebunou.ro has been established through internal self-assessment, using a combination of:
- Automated tools · Google Lighthouse, axe DevTools, WAVE (WebAIM)
- Manual testing · keyboard-only navigation, verification with NVDA screen reader
- Visual verification · contrast, text size, visual clarity on different devices
- Real user testing · feedback from persons with disabilities when available
This statement was prepared on 20 May 2026, based on the last full evaluation of the website.
6.1 Status of preparation and review schedule
The brebunou.ro website was developed with accessibility as a design requirement, not as an afterthought. All components (site interface, forms, navigation and content) are built from semantic HTML5 and modern CSS, without external frameworks that may introduce barriers.

- At every significant modification · online Local Council meetings, new forms, third-party integrations
- At every update of the WCAG standard or GEO no. 112/2018
